Place tulle on a flat surface. Put the roly poly votive holder filled with candy or bath salts in the center of the tulle. Gather the edges of the tulle directly over the roly poly and twist the tulle. Secure the tulle at the gathered area with a clothespin. 

Tie 1/4" satin ribbon around wired ribbon and tie around the tulle just above the roly poly and below the clothespin. Remove clothespin. Tie a shoelace bow with pull string.

Make a figure 8 bow  with the pearl garland having 2" loops and 4" tails. Tie at the front of favor with pull strings.. Then tie on the tag

Tie a shoe lace bow with the satin ribbon, 3" loops. Then make a double knot. Tie love knots on ends
