1. With Circle Cutter cut the following sized circles from black paper: two 3-1/2", three 3", twelve 1-1/2", six 1" and eight circle punches. (Tracing a dime will work if you don't have a circle punch.)
2. Cut two 1/4" x 1-1/2" strips from black paper. Set aside.
3. Fold lime green paper . Cut two 2" circles  paper. Set aside.
4. Separate circles into two piles with the exception of one 3" circle and two circle punches. Remove these and set aside.
5. For the body - Start with the largest circle and glue the edge of the next smaller size onto it. You should have one 3-1/2" circle with the edge of one 3" circle glued to it, then six 1-1/2" circles glued in a row. Finish the end with three circle punches.
6. Flip the body piece over and glue the second set of circles over the first. This makes the body more durable and "finished" looking.
7. Take the 3" black circle and glue the two 2" lime green circles onto it for eyes. Glue a black circle punch in the middle of each eye. Glue a holographic confetti star in the middle of each circle punch.
8. Fold each 1/4" x 1-1/2" strip in half. Glue one fold on each side of the large end of the body piece in the center.
9. Attach the head by gluing it to the folds.
10. For the wings - Cut 4-foot piece of iridescent paper in half. Lay one half on top of the other. Find the center. Twist together with twist tie or wire. Round off the edges with scissors.
11. Glue wings or punch small hole to fasten behind biggest body section.
12. Punch small hole behind wings. Insert string to hang.
